A police watchdog is investigating after an 18-year-old murder victim was handcuffed and arrested while he was dying in Southampton. Henry Nowak had been stabbed multiple times, but officers initially treated him as the suspect after his killer falsely claimed he was the victim. Hampshire Police have apologised, admitting it was a tragedy that officers failed to understand what had happened straight away. The case has caused outrage, with fresh questions over police judgment, training and how such a devastating mistake was allowed to happen.
